Documentation Error?

I was reading the Concepts book on memory management, and I noticed
something that doesn't make sense. On page 549, they show a picture of the
heap before compaction, after compaction, and after further compaction by
removing the swappable & discardable stuff. But there's one problem with the
middle step - the heap is actually worse off as you can't fit as big a block
as you could've before. Yes, the final step is much better off, but isn't it
slow to do two compactions, one of which makes the heap less useful? Is this
an error or how it really works?
