TCP/IP

Hello,
I'm new to this list, I hope not to post a FAQ but I gave a look to the
varius FAQs around and I have not found a reply to my question.
The problem is: I want to write a pop3 client program. I do have the
required skill for write such a program with dos, windoze and unix but
I'm new to geos.
The questions:
1) can I access a dos level packet driver?
2) can I access a dos level tcp/ip stack?

The first scenario is about building an application with integrated
tcp/ip stack. The second one is about using some utility like Trumpet.
And if both scenarios are impossible, what else can I do to write my
application?

Any idea or hint?
