LOADER.EXE must think it is running on DOS 6.3 or lower. Use Setver
to make it think it is.

What's happening is that it can't find an FS driver for MS-DOS 7 (It
only has drivers for up to 6.x...), and so no FS driver gets loaded.
When the GEOS kernel goes to access the font directory, it can't --
it doesn't see any drives because there is no FS driver in memory.
