Since you changed your modem from COM2 to COM4, I assume it's an internal
modem. Okay, that's cool... but if the modem was working on COM2 before, then
the built-in COM2 must have been disabled on the I/O card or motherboard..
else you would have had a conflict between the modem and the built-in COM2.

So are you sure you actually have a working COM2? Are you able to hook up
your mouse to it and does that work? If not, you might need to look at the
jumpers on the I/O board or motherboard and enable COM2.
