disable "touch screen" power-on

I sometimes question if the benefits (longer battery life) are worth the
cost (lost convenience)?

Running with Ray-O-Vac Renewal (rechargeable alkaline) cells, I seem to be
getting about 2 weeks per charge regardless of how this feature is set (at
best I get 1-3 more days with it off).

Typical Usage Pattern: Moderate daily use; weekly syncs using both Quicken
Connect and OGO CPack.
Configuration: Base OGO; no cards in PCMCIA slot
