You ask really good questions. I would say that any intelligent industry
observer could figure out that there was timeline overlap between the
Connectivity Pack for the OGO and the Pilot. And any small company might
be stretched thin trying to do too much.

It's worse than that. I am aware of several HP divisions whose
business model is "cheap razors, expensive blades"--vide any of their
printers. I think the lameness of the CP (starting with the fact that
it's not bundled with every OGO) can be traced to that sort of
thinking, misapplied. I think that Palm wanted to do a better job
than HP would let them. But that's based on indirect evidence and I
could be wrong.
Having been a third party more than once, eventually you have to
figure out what side your bread is buttered on. It can be painful if
you care about doing a good job. I bet there are people at Palm who
wince when they think of the CP.
