Michael,
There is a utility OGFTP written by Asher Hoskins which allows for using
standard FTP calls. I have not had a chance to try it out but it sounds
very useful.
Marcus Groeber also modified it for OS/2 based systems. I believe it
should be available at the following URL as well as the usual sites.
