Can't Logon AOL w/ Piiceon modem

I have a PIICEON Dispatcher 14.4 data/fax modem that has not let me log on to AOL with my zoomer. The modem works with my laptop at 9600 through my local access number, though. I spent about one hour on the phone with an AOL tech and about the same time with a tech from Piiceon, to no avail. We've tried all different types of initialization strings and the same thing happens. Order of events:
1. click on Sign On
2. AOL screen says initializing modem, then dialing 800 number, no dial tone
3. displays dialing 800 number for 15 to 30 seconds
4.says connecting 2400 baud
5. goes back to dialing 800 number
6. says connecting 2400 baud
7. AOL on Zoomer then displays one of two screens
a. AOL not available at this time, try back later
