What it means is that, if written properly, a program designed to run on a
desktop machine could be put on a PC card and run directly on a Zoomer
without any modification. Or vice versa.

How will it work in the real world from a user's perspective? That's up to
the application developer. Some developers will want to target specific
niches of the different markets and thus may write compatible but different
versions of their software. Others may take full advantage of the generic UI
technology of GEOS and write a single executable that perhaps does not
exploit all aspects of both platforms but will perform admirably on both.

The short answer is: It depends. :-)
