I've seen the problem before when I customized my config.sys and left off
the '/p' parameter for 'shell='.

The correct command should be:
shell=a:\command.com /p

As I understand it, the /p parameter makes the command interpreter
permanent and EXIT can't be used to stop it (although that's moot in
your case).

My remedy was to remove my PCMCIA card, reboot from ROM and then fix the
config.sys file. Good-luck.
