No DialTone answer from a PCMCIA modem

I try to use a pcmcia FAX/Modem card (ARN is the name) on my OGO, it
respond well to ATZ command ....
But when i try an ATDT the answer is always the same : NO DIALTONE.
The modem works well on a PC.
The soft i used on the ogo was TERM (IZL software.

Please answer me if someone know how to deal with that.
