Pseudo BIOS mode -- What's it for?

While visiting a web page, I read about the "Pseudo-BIOS" mode that you
can soft-boot into after the SHIFT+ON+NEXT key combination (hold the NEXT
key and release the others). It's obvious that it for diagnostics, but
is there documentation on this anywhere on what the results mean and how
to use it/advise when to use it?
